Many individuals do not want to live in a subdivision that has an HOA. Why? Mainly for two reasons;

• Fees: HOAs charge fees to cover maintenance, repairs, and other expenses. These fees can be expensive and can increase over time.
• Rules and Regulations: HOAs have rules and regulations that all members must follow. While some rules may be necessary, others may be overly restrictive or seem arbitrary.

However, there are three positive reasons for an HOA ;

• Maintained property values: HOAs are designed to maintain the value of the community and the properties within it, which can be beneficial for homeowners.
• Consistent appearance: HOAs can enforce rules and regulations that ensure a consistent appearance throughout the community.
• Community involvement: HOAs provide a way for homeowners to be involved in their community and make decisions that impact it.

The fact is in Springhurst, there are restrictive covenants that govern the use of every owner’s property. The HOA is required to maintain and pay taxes on the entrance. It is NOT a garden club.

In the past, some members (property owners) have suggested than rather collecting dues, the HOA should run on a volunteer basis. Everyone chipping in so to speak. Good luck with that. Many of the homes in Springhurst are occupied by renters. Many are elderly. Many don’t want to bother. In summary, it just isn’t practical.

The dues we charge are only $100 a year. Less than $10 a month. The board members are not paid. Its strictly volunteer. The board makes an effort to not be overly intrusive in every member’s lifestyle or use of their property. However, there are minimum standards that have to be met.

Because of the Covid pandemic, the Board has ignored many of the covenant violations and past due bills. The pandemic is now officially over.

We hope all HOA members and residents will cooperate and enjoy their homes in Springhurst. We as board members will be doing everything possible to make that a reality.

The HOA has hired an attorney, Taylor Peace, of Harrell, Martin, & Peace, P.A., to review our documents and filings. A title search is being condcuted in order to ascertain that all required documentation has been filed and that the HOA is up to date and that it meets all the requirements for an HOA in South Carolina.

The following are proposed projects for the year 2024;

Replace sign at entrance (we have already purchased a replacement)

Trim trees and undergrowth on Springhurst Dr. traffic circle

Meet with attorney and reconcile all required documents and filings for the HOA.

Plant new grass on entryway.

Palmetto Utilities dug up the street to fix the sewer on the traffic circle at the end of Springhurst Dr. That was over 60 days ago. For the past month I have been after them and Richland County to get it repaired. I finally heard from Palmetto Utilities today and they promised to have a crew out there on 3/3/22 to regrade it and to hopefully have it paved by next week. Sorry about the delay but I really have been pushing it.

I contacted Richland County on 2/3/2022 and they will be sending out a crew to repair the street potholes shortly.

I also inquired about the trench that was dug at the end of Springhurst Dr. on the circle. Mr. Thomas of Richland County told me that Palmetto Utilities had the responsibility for paving the trench. He called them and said that they should be fixing it shortly.

I also contacted the SC DOT about repainting the Stop Sign pavement marker at the subdivision entrance. They put in a work order to do so.

 

Dear Springhurst residents!

Your board had a Zoom meeting on January 17, 2022. All of the board members were present. The Treasurers report for end of year 2021 was approved and accepted. The budget for the coming year, 2022, was approved. The current board members agreed to serve another year. The only new business of note was the decision to explore further avenues for obtaining electric power for the south side of the entrance. We are still exploring the feasibility of having that fixed. When we have more information we will update everyone.

Your HOA board is currently working on the following projects for the year 2022;

-Establish electric on the south side of the front entrance and fix lights

– Get the county to paint the road markers at front entrance and put up signs cautioning motorists that there is an entrance ahead

-Fix potholes in subdivision roads

-Have street sweeper come through more often

-Pressure wash front entrance brick

Your HOA completed the following projects for the year 2021;

-New mulch for traffic circle islands and front entrance

-Trimmed trees and bushes front entrance and traffic circle islands

-New sod for front entrance due to road construction

-Repairs to sprinkler system and electric on front entrance due to road construction

-Painting of front entrance signs

-Pressure washed brick at front entrance

Just wanted to bring everyone up to date on current activities regarding landscaping in the subdivision.

We have finished the re-mulching, trimming, and spraying of both traffic circles. The front entrance contract has been out for bids and we have a selection to lay new sod, remulch, and grade the sidewalk bank. But first the sprinkler system needs to be repaired. I am currently working on getting that project completed and hopefully the front entrance work will be completed by the end of the month.
